To my knowledge, Cuomo argues that systemic violence should be a prior consideration to larger impacts by saying that solving for everyday and ongoing violence we can prevent that from snowballing to trigger extinction level impacts. (I've heard in passing of this being applied to econ decline decline type impacts a bit) I'd like to get a more diverse argument base on this issue specifically, so I'd like to get some less common cards (or even authors) that speak to this issue.
