  8. “Increase†refers to a mandate, not a potential result HEFC 2004 (Higher Education Funding Council, http://www.publications.parliament.uk/pa/jt200304/jtselect/jtchar/1 67/167we98.htm# n43) 9.1 The Draft Bill creates an obligation on the principal regulator to do all that it "reasonably can to meet the compliance objective in relation to the charity".[ 45] The Draft Bill defines the compliance objective as "to increase compliance by the charity trustees with their legal obligations in exercising control and management of the administration of the charity".[ 46] 9.2 Although the word "increase" is used in relation to the functions of a number of statutory bodies,[47] such examples demonstrate that "increase" is used in relation to considerations to be taken into account in the exercise of a function, rather than an objective in itself. 9.3 HEFCE is concerned that an obligation on principal regulators to "increase" compliance per se is unworkable, in so far as it does not adequately define the limits or nature of the statutory duty. Indeed, the obligation could be considered to be ever-increasing. On a related note, they like to press reasonability.

Woot woot! Greenwood Lab will be there. I've heard that Parkview and Kickapoo will be in full force, with Central sending a few teams. Also, Carthage will be sending one team. Bump for caselist, though.
  11. From past experience, you will probably have ~2 flow rounds in prelims and outrounds will likely be all flow. Refer to http://www.cross-x.com/topic/54489-marquette-2013/ though - there doesn't need to be 2 Marquette threads.
  12. fixed, I'm pretty sure. Congrats to Parkway West GL and Parkway Central DL for the win, and Oakville for taking the tournament by storm!
