  1. 2013 LANSING JAYCEES DEBATE TOURNAMENT SATURDAY, OCTOBER 12, 2013 TOURNAMENT The Lansing Jaycees debate tournament will feature four events – open 2-person switch sides policy debate, open legislative debate, high school 2-person public forum debate, middle school 2-person public forum debate. FORMAT Policy debate will have eight minute constructives, five minute rebuttals, three minutes of cross-examination and eight minutes of preparation time on each side. The 2013-2014 NFHS topic of debate will be used. There will be four rounds of debate. Legislative debate will have up to 20 students in each round debating legislative bills. Students should submit bills they would like to debate by October 2, 2013 at 4:00 P.M. Bills should follow the format of bills at the MIFA State Tournament (One page maximum, 12 pt. Times New Roman Font with each line numbered.) If we do not have at least 3 bills per session, the tournament director will supply the bills. Schools can submit up to 3 bills. No more than 1 bill per school will be used in any session. Each bill must have only one author. If not enough bills are selected, the tournament will select bills for debate. There will be 2 rounds of debate and an elimination round. Public forum will have four minute constructive, three minute cross-fires and two minute rebuttals with two minutes of preparation time. The October NFL public forum topic will be used. Teams may enter into 6 rounds of debate or a workshop and 2 rounds of debate. AWARDS Personalized photo certificates will be awarded to the top five individual debaters in each division. The top five teams will also be recognized in policy and public forum divisions. There may be more awards, should entries warrant. FOOD Lunch as well as a light breakfast will be provided for students, coaches and observers, provided by the tournament. Holt debate will sell snacks and beverages throughout the day. We ask that at registration, schools specify the number of students, coaches and observers they plan on bringing, so that we can provide adequate estimates. REGISTRATION To register, send an email to joewkelly@gmail.com with contestant names and judge information, including judging preclusions. The entry fee is $15 per high school debater and $7.50 per middle school debater. In policy and public forum, each fraction of two teams should be accompanied by a judge. Each un-covered team will be charged an additional $30 judging fee. In legislative debate, every fraction of 10 students should be accompanied by a judge. Every un-covered legislative debater will be charged an additional $6 judging fee. Fees will be frozen the Wednesday before the tournament.   2. JUDGING WORKSHOP Starting at 8:00 a.m. the tournament will also offer a judge training workshop free to all attendees. PLAN DISCLOSURE BOOK The tournament will be collecting plans from schools upon registration. Those opting to provide plan information will be sent a link to a listing of all the schools registered and plans being run at the tournament. If you plan on running a new plan at our tournament, please indicate that as well.

The tournament will be held at Everett High School, in Lansing Michigan. TOURNAMENT WORKSHOP An optional brief primer will be offered free of charge to schools and individuals interested in learning the basics of argumentation. More awards will be presented, should entries warrant. FOOD Meals for students, coaches, judges and observers will be provided by the tournament. Schools unable to provide judges may hire from the tournament for $40 per half-judge. Fees will be frozen the Wednesday before the tournament. FOOD DRIVE As part of the mission of the Lansing Jaycees to serve our community, we will be conducting a food drive. Each team's entry fee will be reduced by $5 in exchange for five items of non-perishable food items to be donated to the Greater Lansing food bank. JUDGING We expect the judge pool to be diverse. As some of the judges will be coming from little or no background in debate, it is advised that teams come prepared to adapt their presentation style.   5. A couple of solutions to Orion's unavailability to serve as debate chair were discussed. Most of the discussion focused on changes necessary to make the state tournament function as best as it can. These changes would have to be approved by the debate committee and the forensics council before becoming valid. Legislative debate will likely function largely the same as it did last year -- as a one-day tournament on Saturday. The major changes to the policy tournaments include -- 1. Mutual Preference Judging or (MPJ) will be implemented at both policy tournaments. Judge assignments will be done across divisions simultaneously. The MPJ system will replace the elimination judge selection process. Separate preference sheets may be submitted for varsity and novice and for prelims and elims. 2. Judge certification now only requires (a) a signing of the ethics statement and ( submission of an online paradigm roughly one week prior to the tournament. The paradigm sheets will include a slot for the number of rounds judged on the topic. The MPJ system would allow teams to strike judges with little topic experience. 3. One judge per round. To reduce the strain on the judge pool and strain on programs to provide judges, varsity rounds will have one judge in the back of the room. Novice teams will still be four-person. The total judge commitment for a team would be 1.5 judges, if they have both a varsity and novice team competing. 4. The number of elimination rounds will depend on the number of entries. That is, if there are seven teams in a division, it will not break to quarterfinals. Also, the number of prelim rounds will be six for a big division, five for a small division. 5. All schools will debate within their school classification, A, B, C/D. Schools may petition up from their reported class size. This would differ from the current system, where a Class B school could be placed in Division III to create roughly equal numbers in each division. 6. The seeding of teams will take place by an e-mail vote before the tournament. 7. Tournament structure. The $25 fee for not participating in a MIFA league will be eliminated 2. The $75 fee for 'commitment' to debate, as well as the other commitment fees for other events will be eliminated, and instead, the base membership fee will increase to compensate for lost revenue. 3. Fees will be reconsidered for the novice and varsity tournaments.
  6. Nathan debate makes a few points. Off the #1. Not my argument I have two responses. 1. No problem. 2. My argument then is that debate evidence citation practices should mirror the scholarly practices found in published articles and books. Off the #2. APA I have two. 1. The APA provides citation assistance for Wiki. Wiki is unacceptable for debate. 2. The APA actually discourages e-mail in particular and makes a distinction between personal communication and Reference. See p. 214 of their 2001 Publication Manual or see http://www.bedfordstmartins.com/online/cite6.html. Then you say something about my mom followed by something which would be more accurately worded as "the fact that they don't get cited [[in any book or article that Nathan_Debate can think of]], is [[]] proof that they don't happen" I've got one. 1. Give me a[/a] cite where an author advances a thought or argument based on personal communication. Poneill says John Rawls and Robert Nozick I tracked down the cites on Google Books and Amazon, because they were both checked out at my library. In any event, in Rawls book, there's an acknowledgement of Nozick. And then there are a couple citations through the book of various works by Nozick. But nowhere is there something along the lines of "I spoke with Nozick, and he said ___" In Nozick's book, you'll find extensive citation of Rawls. You'll also find a footnote on p. 167, which reads in part: "I discuss below __what I think would be__ Rawls' reply: that some principles apply at the macro level which do not apply to micro- situations." (emphasis mine). So, sure, conversations take place. But personal communication should not to be used as a reference.
  7. Show me 5 scholarly books or articles that cite the author's "personal correspondence" with someone else. I don't recall coming across this practice in any of the books or articles that I read in my debate experience.

Speeches would be slower to adapt to those who aren't used to debate... and I think that if I were coaching my students for a public style debate, I'd try to have them avoid kritiks and generally avoid counterplans and theory. I think that an on-case debate with a couple specific disadvantages would be the easiest to explain to newcomers. To promote on-case debate, a disclosure of the affirmative plan text and an explanation of the advantages would be in order. I think that I'd also coach students to emphasize that "low risk = no risk" for "illogial" arguments.
  12. I'll also throw this out there... Administrators would be more likely to support debate if they actually saw _a_ debate and that debate was 'good.' So, why not host a debate with another school and invite them (and others, ex. potential recruits) to watch? A long time ago, when interscholastic debates used to be public one-on-one competitions, debate involved about 4 times as many schools as are involved now. I see two big advantages to hosting public debates like this. 1. Increased administrative support 2. Potential increased support from everyone. It gets everybody's feet wet (potential students, potential coaches, potential judges.) If people see it and they like it, they could very well be pursuaded to be a part of it. The reason I keep coming back to history is that we were faced with growing an activitiy that did not exist before.... and these solutions in the past were very successful. We may find ourselves with an activity that doesn't function any longer. Some lessons of the past should be considered. Later this month, I will send out invitations to encourage participation in public one-on-one debates. Everyone participating in a public debate will be invited to a special one or two day elimination series. I'll pay for the awards. And I hope ot make other expenses minimual as well.
