Can the aff plan have multiple nations involved?

Most people would agree that the resolution is intended to be bilateral because of the word "with" and because that gives the Negative access to trade-off DAs and counterplan competition like consultation.

That depends. I'd say the resolution must be bilateral, but can involve different nations. For instance, there's a Guam aff floating around on here somewhere about removing the US's and PRC's militaries from Guam (I think?). This plan involves Guam, but involves no cooperation with Guam. Keep in mind that if you do something like this, you might need a "x-nation-says-yes card", depending on the aff.

Sure. So maybe bilateral for the subjects of the resolution but it could involve others as the object.

Yeah, but even then, that makes for a muddy T debate. I'd say it's technically possible, but not a T debate I'd like to have.
