How do I structure this into a shell? Would I still do a we meet, counter interp, and opposing standards? What should I start preparing defense for in order to defend the arg?

Some teams run a K of T on the T flow in the 2AC as an independent reason to reject the T shell. For example, I've seen people running indigenous affs run a K of numbers on a Substantially T with a numerical interp. "A focus on numbers obscures colonialism" and that allows them to weigh their colonialism impacts as real world against your education and fairness claims. It's just put under Counter Voters as one point that can be blown up later. 

 

There might be other ways to run it. This is just how its run on my circuit

Similar to what donahuedm said. The time I saw it run, it was a borders aff specifically for this one Native population. The aff somehow framed it so T was colonialist and winning/running T only increases the magnitude of their impacts and is a reason to reject the arg.
