That doesn't make sense. Rubio is a Republican that does not defend Ron or Rand Paul or is on their side of the aisle. Rand and Ron Paul are the only Republicans that don't like the NSA.

I read somewhere via Reddit, I think it was a The Guardian article, that they might just move the collected data into the hands of private companies (wo the government can basically force to turn back over the data at any time) as a legal dodge.
