T-non military and a military CP are pretty good against this aff.  A good SOI DA like China or Russia also works really well.

I go back and forth on this, because most of the Icebreakers affs with a heg slant have china/russia war impacts already, in which case, it can work as a case turn, but you've gotta win "no war now", which may be an uphill battle. That said, you also get all the functionality of a DA without spending as much 1NC time on it, so I guess it's personal preference and strat choice.

Edit: sorry I'm in class, but this neg is specifically for a team during the transport topic, but the negs work. The oil spills turns are fun if they also read an econ. adv. and arctic war, because it solves those advantages better.

I run icebreakers, so I can help.

 

Strats generally depends on the aff text (if it specifies coast guard or if any part  uses it). If they use the Coast Guard, run a DoD CP and the Cutters DA. If they use NSF, run an NSF tradeoff DA and a coast guard CP. Whatever agent they run, you have to pin them down on who funds the aff. You are going to have a hard time beating them on any arctic advantage they have (Russia, Multilat, ect.) because the defense is really bad. The turns for Sphere of Influence are okay, but they would have to really mess up to lose on one of those.

 

Security K is a great kritik to run against this case (both environmental and discourse), but be ready to have a big Realism debate.

 

Other strats you should consider are Politics because most ev concludes it's a fight in congress and republicans don't want to spend money on it, and tradeoff disads

IIRC, a Cutters DA is a tradeoff scenario, where evidence is read that icebreakers trade-off with cutters in the Coast Guard budget, and new cutters are necessary for something or another.

if you read the security K, you can blow off large chunks of the 2ac if they read a lot of realism and you probably should. the links to security K's are usually the way teams frame justifications of their affs. A lot of security authors might say america is the sadz and worsts, but they aren't IR theorists but just political commentators that are observing the way policy is framed and the negative externalities that result (for example, the most popular adv on the college topic is the cartels adv. teams read the adv, and a really good neg security card is the carlos piece of ev that says security rhetoric in relation to cartels obfuscates the ways that NAFTA screws up the economy in mexico and justifies intervention, not that the threat isn't real).
