Non-military topicality

Would it be topical for me to run a plan that non-militarily develops the ocean but uses the resources gathered to benefit the military? The actual development of the ocean is non-military, but the effects would help the Navy.

Here's how I frame a non-military topicality definition:

 

Resolved: That the United States federal government should substantially increase its non-military exploration and/or development of the Earth's oceans.

 

A. Grammar: Non-military is an adjective, meaning it modifies and describes the nouns exploration and development.

B. Definition: not belonging to, characteristic of, or involving the armed forces, civilian (Oxford Dictionary 2014)

C. Interpretation: This means the exploration and/or development may not belong to, be characteristic of, or involve the armed forces.  It must be civilian. 

 

And yes, your plan should be topical.  You evaluate the plan itself, not the advantages, and use that to determine if your plan affirms the resolution.
