SDI always uses the same precamp files as GDS because of Hoya-Spartan. They did that last year.

Yes because they aren't going to produce two different sets of starter packets since that would be too hard of a transition for the HSS people from Georgetown to MSU. They keep the same pre-institute files because they assume that they will still be new for the SDI campers. Evidence produced during the institute is usually updated online. GDS updated their evidence page which evidence produced at GDS or by the hoya spartans. Some wait to post everything at the end or on open evidence. When I was at SDI last year, they used PaDS where they posted the evidence on the lab pages, which required a username and password to get to (you have to be at the camp). They compile most of the evidence later on a public evidence page, unless they changed the PaDS system this year.

If you want, you can. I remember last year I didn't have a lot of time assorting the starter packet stuff. Despite this, I wouldn't worry about it too much, because the Starter Packet aff is probably not what you'll be using after week 1, when your lab or the other labs make a real non-novice case area aff. Last year, the starter aff was High Speed Rail (and its neg), politics, a framework file, and the States CP. Other than for drills in lab, I only used the politics file, so I would focus on that. The counterplan that the Starter Packet has is probably worth looking at though. I remember seeing that you're going to 4 week, so I guarantee you that come tournament-time, you won't want to be reading Cuban Oil (the 4 week labs last year put out some sick affs).

What camps are not releasing their files on open evidence this year?

Umich ended yesterday, and I'm pretty sure every major open-evidence-giving camp is done. I'm sure all the evidence will be uploaded to the website in the next few days. Hoya Spartan files went up yesterday.
