T arg-what it means to be in poverty

who's in poverty is defined by the poverty line. Think about what creates this poverty line for a minute. a lot of times it's just political convieniance, for example the president elect has inncentive to not say their are more people in poverty then their really are.

Sure. People being judged on their effectiveness at limiting poverty have an incentive to bias the statistics downward.

But this alone won't be sufficient to beat the neg's argument that "using the poverty line is still the only objectively predictable standard", and you need to beat this arg to win that T debate. If you don't beat this arg, the neg interpretation controls the key internal link to all standards (predictability).

One other argument you can make that may get some traction is that there are a number of programs that means-test based on some percentage of the FPL. If you can find one that is identical (ideal) or similar to the program you are advocating, you can argue that for this service area, that (greater than 100%) %age of the FPL is more predictable. Of course, you then need to limit your aff to people under that %age of the FPL...

 

Also, "there" =/= "their".
