Y would be whatever field best addresses the affs harms, i.e. medical degree for any health care aff, psychology or mental health for veterans, etc. solves case, increases education (more people can go to college because of subsidies, maybe get something like people dont drop out of high school or something) I dont have anything to block a perm yet, maybe just avoiding some DA. Wouldn't you have a very delayed timeframe? It would take at least four years for the CP to have any real effect, unless you're forcing everyone to take an accelerated program (which seems kind of silly & would still have a long timeframe), or unless you can somehow link perception of increasing US education in a field to solving AFF advantages.
