Indeed. Education will be a popular solvency mechanism for many affs next year, especially for AIDS and other STDs. One of the most frequent objects of criticism in PEPFAR is that it requires 33% of HIV prevention funding to go to toward programs that encourage abstinence until marriage. Many claim that the ABC plan it embraces (Abstinence, Being faithful, Condoms) is unrealistic, uninformed, or possibly counterproductive. But there is ample literature on both sides of this argument. Go to pepfarwatch.org for good links and articles on this.

Thanks for the link. The article itself isn't all that cardable, but some of the links in the footnotes are golden.

is a plan text like, the usfg should fund schools in sud saharan africa to substiantilly increase public health assiantance, really topical, since increasing education to sub saharan states doesnt directly lead to public health

It would be effectually topical.

It would be effectually topical.

Also, sending ARVs to Africa is effectually topical because the ARVs have to be packed up, shipped to Africa, and destributed to people. THEN people have to be given the drugs, and they have to take the drugs.

We for sure lose ground off of how many steps that takes.

This could be toopical if you are giving education about health related topics such as condom use or water cleansing techniques.

The standard for a good FX-T position is how many different (and usually unrelated) actions must take place in order for Affplan to achieve solvency. In this instance, I would be inclined to view the steps you list as functionally different; the plan in this case is really only a single, reasonably direct "step." They are all things one would reasonably expect to occur in order to implement a single policy action...

Let's not argue about the merits of FX T on this years resolution here, there is a thread for that in the Topicality section. If you don't think his aff is FX T or is not topical in another way then say so.

All of those steps are incidental. Do you think that someone will just send the drugs to Africa in the bottles they come in so that they can bust open and then be wasted? How else are we supposed to get the drugs to Africa if we don't ship them? And then what good is giving them the drugs if they don't know how to use them.

Thinking effects in this way would make every single plan in the history of debate to be effects topical.
