A new year has begun and a new Congressional session is about to begin. However, not much has changed his politics. Payroll tax cuts are still the hottest thing on capital hill. This week's Thursday File updates Payroll Tax for the new year, bring you a Jackson Vanik DA which is closely following current events around Russia and the WTO, and get the AFF ready for many unpredictable negative scenarios with a series of good thumpers. Learn more about the author and file below.

Payroll tax cuts is a very similar DA to the version being run before the holiday break, now the DA focuses on the full year extension. There is some very good evidence that Obama is leading the push right now. Although for the AFF many of the new negative cards may lend themselves to reading a Winners Win link turn.

Jackson Vanik is a US policy that conflicts with Russia's ascent to the WTO. The US needs to repeal this, but that move will be very controversial, since the WTO has just acted pressure is on the US now, and because it is a foreign policy issue President Obama will have to be a leader on it.

Ross Garrett is an assistant coach for New Trier his teams bid at Blake and have cleared at St. Mark's, Michigan, Glennbrooks, OVI and many other tournaments this season. Additionally as an assistant coach for Samford his teams have cleared at GSU, Kentucky, USC and Wake Forest, and were octofinalists at the NDT and have been ranked throughout the season in the top 25 coaches poll. He was an assistant debate coach at Mountain Brook High School and an instructor at the Spartan, Samford and Liberty Debate Institutes.. His Mountain Brook teams cleared at the TOC, took 3rd at NFL nationals, won the Barkley Forum at Emory, received top speaker at Blake, and bid at every major tournament.
